Currently our rule when posting on mastodon is to follow the template

I propose to formalize that we should now follow the template below

$EXPLANATIONS
Where $EXPLANATIONS is the same summary as the one written in the release note.
- this is already what we are doing in practice
- this is not more work as the text is already something we need to write (so just one more copy and paste)
- this makes the mastodon message nicer and mastodon allow for very long messages so we won’t hit a limit
