Is there a way to only show the ‘Cloud Tag’ panel on search results pages?
I tried to ‘Administer Parent’ from a search results page, but when I added the tag cloud panel and saved, it put that panel on the entire site.

There’s no concept of panels on the search result page. Maybe you mean the tag facet?

This is my search results page, in the left and right columns are panels right?

ah ok, so the question is about the ability to configure the panels for a given page. The answer is yes, it is possible But… see below…
You need to navigate to your page and use the content menu to go to the page administration and then configure the panels.
Now this will only work for non-terminal pages (ie nested pages). The search page is a terminal page (i.e http://localhost:8080/xwiki/bin/view/Main/Search
and not http://localhost:8080/xwiki/bin/view/Main/Search/WebHome
).
What you could do I guess, as a workaround, is have a panel always present but only display its content when on Main.Search
