Also note that with option 3, we can (and should probably) mix docs for different targets in the nav. It’s not users then admin then devs all the time.

PS: I don’t think “Actions” is a good level in the tree. Basically any Howto is an action. For ex you left pinning a page outside of action, but I’m not sure why. I think we need a better term or some other organization.
