Lost access to navigation tree for new groups

I have xwiki in docker and upgraded from version 15 to version 16.
But finally I noticed that for users in new groups there is no Navigation tree, only word loading.

I doubt anyone would have enough info to help you precisely. It’s probably an issue with your rights. Read more about rights on XWiki.

Do you have specific rights for the NavigationPanel page?

I tried to use XWikiAllGroup and gave it right on page XWiki.
Then I included my user into the group Xwiki and navigation panel appeared.

Then I gave XWikiAllGroup global view rights.

And now I can’t set necessarry rights only on new spaces.
for example - folder - subfolder.
I give deny right for XWikiAllGroup to folder and view right for ServiceGroup.
And my user from ServiceGroup can’t see folder.
But this logic on old spaces works.

I don’t understand what is happening.
