Why is View permission unchecked for all Groups?

New install of XWiki 14.6

If I log in as the XWiki Admin and go to Users and Rights > Rights, NONE of the groups have ‘View’ permission checked. Why is that?

According to Permission types (XWiki.org) the default is Allowed, yet the checkbox is unchecked and even with the checkbox unchecked, users can still view pages?

So it seems logical to me that when I come to this page, the View option should be checked for every group.

What Allowed by default means is that you have it if it’s not explicitly set to anyone. What’s missing to this API is to indicate how rights are currently resolved, right now it only indicate what’s explicitly set.
