XWiki 9.9 Release Candidate 2 released

The XWiki development team is proud to announce the availability of XWiki 9.9 Release Candidate 2.
This is mostly a bug fixing release (25 bugs), focused on Notifications, Office Viewer and Solr Search. The server is now able to check for its new versions and user preferences are taken into account by the notifications toggles.

I think we should add a 9.9RC1 release note page explaining that there was an issue with the 9.9RC1 release and that’s why a 9.9RC2 one was released (and also explained that some artifacts were released on Maven Central and that they shouldn’t be used). Otherwise it looks a bot strange to not find a 9.9RC1 on http://www.xwiki.org/xwiki/bin/view/ReleaseNotes/ WDYT?
