Could you try adding it to Tomcat’s other context, e.g. in /etc/tomcat9/context.xml? See for example this comment which suggests some parameter could work at one level and not at another (not sure yet).

I’ve now tried to fix Loading.... Let’s hope it doesn’t break something else. Should be released in XWiki 15.4RC1. If it works well enough and doesn’t cause concerns, it could be backported later on to the 14.10.x branch I guess.

After upgrading our instance to XWiki 15.4 the problem persists: image picker thumbnails are missing / the image URLs still contain // instead of /WebHome/.
Maybe make sure you clean your browser cache?
@mahaesin thanks for reporting, there was indeed a problem and my first fix wasn’t good. Sorry about that. I’ve reopened Loading... and pushed another fix (good this time hopefully). It’ll be released in XWiki 14.10.14, 15.5 and 15.6RC1. Thanks
After upgrading to XWiki 15.5 the problem is solved and thumbnails are rendered correctly.
