Allow using more than 72 hours for votes

Hi everyone,

following previous discussion on the topic in Remove the 72 hours limitation of votes I’m now opening this vote to change the current rule to vote which is:

Votes are carried for 72 hours and the votes are tallied after this time is elapsed

to:

Votes are carried for 72 hours by default, or more if the deadline is explicitely defined, and the votes are tallied after this time is elapsed

I’m opening this vote until next week so friday October 27th
