Good morning,
I would like to set generally that every author of a document is able to configure its page rights. How can I achieve this?
At the moment I would add “admin rights” but that’s leading to a lot of disadvantages.

This is possible already for advanced users, advanced users have a “Rights” entry in the edit menu. This only allows configuring rights for the current page, not the page and its children.
