Default notification filters missing in admin preferences section

On my xwiki instance there is “Default notification filters” section missing in the admin Notification settings. It seems it was introduced in 9.7 https://www.xwiki.org/xwiki/bin/view/ReleaseNotes/Data/XWiki/9.7RC1/#HNewdefaultnotificationfilters
however it is not present on my 12.9.

Hi,

I think the release note is a bit misleading here: such default filter can be created programmatically but not in the administration section, and AFAIK they never have been. The following JIRA ticket exist for that feature: Loading....

Is there any other way how to exclude hidden pages from notifications for all users?

For example adding a specific user notification filter for newly created user. Is there a template upon which all new users are created?
