Don't include disabled users in the list of users picker by default

Hi devs,

For issue Loading..., we need to decide if we’re ok to not show disabled users by default in the list of users pickers (there’ll be a config property to display them for the places where this would be needed).

I’m asking since this would be a behavior change that would go in the backward compatibility section of the release notes.

+1, there are definitely cases where we want to get all users but getting only active users is probably by far the most common expectation

Outside of admin reasons (i.e. for regular users on the instance), I’d expect disabled users to act just like they got deleted.

Idea for a future small improvement we could make: when disable uses are listed, mark them as disabled in the suggest list, by striking them out or showing them in some other color, etc.
