Implement "follow-up" business case

We want to map special business cases in xWiki, we need to be able to define custom attributes for pages, to maintain their values and to provide related system functions.
This is a first test implementation of such a business case, covering quite some non-trivial aspects.

The business case focusses the need to regularly update each wiki page or archive or remove it if its content is not relevant any more.
