Is there a preview for all the design revamp / redesign threads around here?

From time to time I read threads in https://forum.xwiki.org/c/dev/13 about redesigns and other UI improvements.

Just curious: is there anything (an extension, a XAR, etc.) one could install as a technical preview about the things being developed? Or are those threads about prototyping / design phases and no development has yet been started?

The latest features are available in the Stable versions of XWiki. See https://www.xwiki.org/xwiki/bin/view/Main/Support#HSupportedVersions

Yes usually the forum is used before a feature is developed. It’s used in addition to https://design.xwiki.org to discuss the features we want to have and how the should behave. See https://dev.xwiki.org/xwiki/bin/view/Community/DevelopmentPractices#HRoadmap to learn more.
