Make the URL Normalizer recommended

Hi everyone,

I have been working on the URL Normalizer lately to fix various things and add some features that were judged necessary to have something good enough to be recommended. See more details on 1.5, 1.6.0 and 1.7.0 versions.

So here is the proposal to make it officially recommended.

Sounds good to me. It matches https://extensions.xwiki.org/xwiki/bin/view/ExtensionCode/RecommendedExtensions/RecommendedDefinition/ (until we decide to bundle it in XS :)).

It would be interesting to implement Loading... and Loading...

Sure, there are lots of possible improvements. Now the case of URLNORMALZ-11 is a bit special as it requires something which was introduced in XWiki 15.4RC1.

I do find this extension most important. The only insurance to have all links functional after renaming pages. Nearly all of our users I have contact with copy&paste urls of wiki pages they want to link to.
