New Documentation Manager role

Hi devs,

I’d like to introduce a new role in the xwiki.org project: Documentation Manager.

The idea is to add it at the level of https://dev.xwiki.org/xwiki/bin/view/Community/DevelopmentPractices#HSpecialProjectRoles

Here’s the proposal:

Role definition:

* Globally responsible for the quality of the xwiki.org documentation.
* In charge of proposing rules to improve the quality of the documentation.
* In charge of monitoring changes on xwiki.org to fight spam + ensure that the agreed rules are implemented correctly.
* In charge and responsible of the [[Documentation Guide>>https://dev.xwiki.org/xwiki/bin/view/Community/DocGuide]].

Current Manager
* Eleni Cojocariu (with help from Vincent Massol)

I forgot to mention Change Requests, I think we should a line about it in the role definition:

* Monitor Change Requests and ensure that they're handled.

PS: Note that I’m saying “they’re handled” which doesn’t mean that it’s the Doc Manager’s role to handle them himself/herself, but he/she needs to make sure they’re taken care of.
