This is because we need to fix the user profile pages, which should be non-terminal pages, so that users can create personal pages under their profile pages. See also the Personal Pages feature discussion.

So while I agree that until we have that feature we could disable the create button, I don’t think it would help much because ALL terminal pages have that Create button, and clicking it creates a page under the home page by default. You can try it on http://localhost:8080/xwiki/bin/view/Main/UserDirectory for example.

So what we need to fix is what happens when you click Create inside a terminal page. This should be a separate brainstorming topic/proposal.
