[solved] How to remove Comments section?

How does one remove the Comments section from a page? Or if it’s an app/extension, how to remove it globally since I will not be using Comments at all.

1/ If I remove the attachments tab from display, is there another way to get at the page attachments?

2/ Is there a way to reorder the displayed tabs? (“see the above three links” is an acceptable answer).
