We have upgrade a while ago from 8.4.4 to 12.X
A user reported that the tags+ button is missing.
I figured out that something has changed in 9.8 but I am unsure what.
How do I enable the tags + again in flamingo

I had the same problem. You need to reinstall the tags application (via administratiion/extensions).
