Use a dedicated label for jira tickets related to private wikis

Hi,

I started to use a label privatewiki when a JIRA ticket was about a bug related to having a wiki not available for guest user (the “prevent unregistered users to view pages” checkbox checked): it’s an important usecase but generally we forget to test it for some specific features (like skin changes), so it can be useful to be able to filter them all.

So the proposal is about documenting this usage.
