Use xwiki-platform-web-war instead of xwiki-platform-oldcore for template translations

Hi everyone,

our rules for translation is to use the module where the translation is used for providing the translation sources. However, for translations that we use in templates (in `xwiki-platform-web-templates`) we keep using `xwiki-platform-oldcore` translation files.

IMO it’s a mistake because this file keeps growing and contains tons of translations that have nothing to do with oldcore. So I propose that we stop doing that, and we start using a translation source file put in `xwiki-platform-web-war` for those translations. And ideally we should move existing translations that we put in `xwiki-platform-oldcore` in that file too, but that could be done at the beginning of a new cycle.

We cannot put it in xwiki-platform-web-templates, so I guess that xwiki-platform-web-war/src/main/resources is indeed the next best location.
