What does the empty ticker box mean in user/group rights?

Hi! I am currently testing XWiki locally as a potential wiki platform. Regarding the User Rights, I just want to know what does the empty ticker box mean (if I want to enable a user to perform actions, there’s a check sign and if I want to forbid a user from performing a certain action, the red forbidden sign is shown). I want to know what it means or what happens if I leave it empty?

Empty means either allowed (if no other users or groups have it ticked) or denied (if other users or groups have it ticked).
