I just upgraded from 12.4 to 12.5.1. I got the DW initially, but no theme upgrade (or whatever it’s called). I get it pretty much every time. Is that correct?
Well, when I did the Extension Updater, I got the Base Flavor Application and Standard Flavor updates:

I got the Welcome Step, clicked Continue, then then it skipped all the way to the Extensions step but found no updates there either. It was only after it loaded the home page, then I when to the Extensions->Updater did it find the Flavor and extension updates.
So I’ve taken the time to install 12.4 and then to upgrade to 12.5.1 and on the second screen I get:
So not sure how to help you since I cannot reproduce. Maybe you could check your xwiki logs to see if there are problems there?
EDIT: I’ve done this using jetty/hsqldb standalone packaging.
Maybe some intermittent connection error to extensions.xwiki.org? (this should be visible in the logs probably). Note that you may need to check the job logs and not just the main logs, as I’m not sure but it’s possible that this executes in a job.
