Xwiki jira issues hidden / not visible: how to?

I was reading the 15.0 roadmap at Roadmap (XWiki.org) and noticed that several issues are not viewable, i.e.:

While I can see others and I can even file new ones.

I have a similar requirement in our company Jira, to allow for certain users to see some issues while keep others away from their eyes: can you share what configuration you made to Jira to achieve it?

The issues you cannot see are confidential issues (level = confidential). They are security issues.
