XWiki Pro extension licensing: per wiki farm or per subwiki?

Hello,

For XWiki Pro extensions, is user licensing tied to the entire wiki farm or to individual subwikis? (Or something else?)

More specifically: if a Pro extension is installed only on a single subwiki, are license costs/counts calculated only for users of that subwiki, or for all users across the whole XWiki instance?

Has anyone here used subwiki-scoped installations to reduce licensing costs legitimately?
