User Mentions Integration

Hi everyone,

I happy to share with you the first draft of the design of the integration of user mentions in XWiki.

All feedback on the design draft is very welcome.

Once we get to a stable version of the design, I will start with the development of the use cases with the highest priority as part of the Roadmap of XWIKI 12.4.

May I ask for a dedicated repository for this extension?
The name would be application-mentions.
I guess I might also need a dedicated jira project and a nexus account.
